Al-Saif says property rules to boost foreign investment

Saudi Investment Minister Fahad Al-Saif said the Cabinet’s approval of the geographic zones and executive regulations for the updated foreign real estate ownership law will enhance the Kingdom’s investment competitiveness and strengthen the presence of foreign companies.
The step will also provide a clearer framework for establishing businesses, expanding operations, and building a long-term investment base in Saudi Arabia, the minister added.
In a ministry statement, Al-Saif noted the approved zones and regulations increase regulatory certainty for investors by clearly defining ownership areas, property rights, obligations, and usage pathways, enabling foreign companies to plan investments, headquarters, and operational projects within a structured and transparent framework.
He added that allowing foreign companies to own property under specified rules and geographic limits supports Saudi Arabia’s appeal as a regional and global business hub, while creating broader opportunities across real estate development, infrastructure, services, technology, supply chains, and regional headquarters, thereby enhancing economic competitiveness and increasing the developmental impact of high-quality investments.
Al-Saif said the approval represents a significant addition to the Kingdom’s investment-enabling framework, supporting the stability and growth of foreign businesses within a transparent and well-regulated environment. He added that Saudi Arabia continues to build an attractive investment economy based on regulatory clarity, integrated opportunities, and sustainable growth.
