Saudi Arabia retains top regional digital government ranking

Saudi Arabia retained its top ranking in the 2025 Government Electronic and Mobile Services (GEMS) Maturity Index, published by the United Nations Economic and Social Commission for Western Asia (ESCWA), for the fourth consecutive year after achieving a 99% maturity score.

According to a statement received by Argaam, the index assessed 17 countries and evaluated the maturity of 100 priority government services delivered to individuals and businesses through digital platforms and smart applications, based on a life-events methodology that measures service development, usage, and user satisfaction.

Saudi Arabia ranked first across the index's three sub-indices, scoring 100% for Service Availability and Sophistication, 99% for Service Usage and Satisfaction, and 100% for Public Outreach.

The results reflect the Kingdom's progress in expanding digital government services across civil, judicial, healthcare, and customs clearance sectors, supported by integrated government systems, greater use of data and artificial intelligence, and enhanced digital inclusion and accessibility, helping improve government efficiency and user experience.

Saudi Arabia also topped the Middle East and North Africa (MENA) rankings for digital government services, ahead of the UAE, which ranked second with 96%, followed by Qatar at 79%.
